DEVELOPMENT OF EAFM INDICATORS FOR INLAND WATERS
By: Dita Larasati (Capture Fisheries Assistant for EAFM)
The Sub-Directorate of Inland Public Waters, Directorate of Fish Resources Management - DJPT KKP together with WWF-Indonesia and the Faculty of Fisheries and Marine Science IPB (FPIK IPB), held a workshop on the development of indicators in the Ecosystem Approach to Fisheries Management (EAFM) assessment for Inland Public Waters (PUD) in Indonesia. The workshop was held on Tuesday, March 15, 2016, at the Department of Aquatic Resource Management (MSP), FPIK-IPB. The series of activities, which was the third meeting for the preparation of EAFM PUD indicators, began with remarks from Dr. Toni Ruchimat as Director of Fish Resources Management. In his speech, he emphasized that by the end of this year the EAFM PUD module is expected to be available so that it can be immediately implemented in several regions. The event then continued with a briefing on EAFM PUD by Dr. Luky Adrianto, Dean of FPIK IPB, before the presentation of the EAFM PUD domain indicators by the speakers present.
The understanding of perspectives among experts in the field of EAFM and PUD as well as input and suggestions from resource persons regarding the six indicators of EAFM PUD presented in the forum are the objectives of this activity. These inputs will then be used as material to make revisions to the draft EAFM PUD indicators. For example, the input provided by Prof. Husna, a PUD expert from Balitbang KP, through initial trials in the waters of Giam Siak and the Kombe river added to the rich repertoire in the preparation of EAFM PUD indicators.
The six domain indicators that are the subject of discussion in the EAFM PUD workshop include; Fish Resources presented by Dr. Mukhlis Kamal, Habitat and Ecosystem by Dr. Niken, Fishing Gear by Dr. Yon Vitner and Social, Economic and Institutional presented by Dr. Taryono Kodiran. The six domains will be adapted from the EAFM assessment of marine waters according to the characteristics of PUDs in Indonesia. And the results of the meeting held in Bogor will then be reviewed before the next meeting is held to finalize the EAFM PUD indicators.
Realizing Sustainable Fisheries Management of PUDs
The development of EAFM indicators that are in accordance with the characteristics of PUDs in Indonesia is considered important considering that Indonesia is ranked 7th for PUD management in the world. The indicator will later be used as a tool by KKP, especially in the management of capture fisheries in PUDs, in order to realize sustainable PUD fisheries management and be useful for the welfare of the community.
In the preparation of the PUD EAFM indicators, WWF-Indonesia also assisted the government in conducting workshops, finalizing the guidance module and implementing the PUD EAFM trials in several waters in Indonesia to improve Indonesian PUD capture fisheries products in the international market.
Based on the roadmap agreed between the Sub Directorate of PUD Fish Resources Management-DJPT KKP, FPIK IPB and WWF-Indonesia, after the discussion of this indicator is available, trials will be carried out in several water locations including Rimbang Baling, Riau; Cimandiri, West Java; Palangka Raya; and Lake Sentarum, West Kalimantan.
All parties agreed to wait for the finalization of the indicator document by the FPIK IPB team led by Dr. Mukhlis Kamal before it is implemented in several regions and to hold the next workshop for final approval of the document. Thus, it is hoped that by the end of this year the guideline module for assessing PUD performance through an ecosystem approach will be available so that when implemented in PUDs we can already use the EAFM PUD indicator reference to realize sustainable fisheries management.
