SIMPLIK: A NEW HOPE FOR CONFLICT MANAGEMENT IN THE FORESTRY SECTOR
Jakarta, 9 October 2018 ─ The rise of conflicts that accompany the management and exploitation of forest resources can now be quickly reported and comprehensively addressed using the Conflict Mapping Information System (SIMPLIK), a guide that can be used by Timber Forest Product Utilization Business License (IUPHHK) holders in mapping conflicts in their concession areas.
SIMPLIK is the result of cooperation between the Directorate General of Sustainable Production Forest Management of the Ministry of Environment and Forestry (PHPL-KLHK) with WWF-Indonesia and the Wana Aksara Institute, in the form of an online website that presents conflict mapping in the form of comprehensive, easy, precise, and accurate spatial information (real time state) with guaranteed confidentiality.
"For the government, SIMPLIK is an embodiment of Perdirjen PHPL No. P.5 /2016 which will help determine the performance of the social aspects of each IUPHHK throughout Indonesia so that production forests are able to prosper the community as mandated by the constitution," said Dr. Hilman Nugroho, Director General of Sustainable Production Forest Management (PHPL), Ministry of Environment and Forestry.
Regulation of the Director General of Sustainable Production Forest Management No. P.5/PHPL/UHP/PHPL.1/2/2016, is a Guideline for Potential Mapping and Resolution on Timber Forest Product Utilization Business License Holders (IUPHHK) in Production Forests, which later became the basis for SIMPLIK.
Rizal Malik, CEO of WWF-Indonesia said, "The number of intersecting interests, especially between business people and environmental managers, makes conflicts continue to occur, plus the vast territory of Indonesia requires a platform to be able to map conflicts that occur in order to create a comprehensive solution."
Based on research conducted (Ross 1990; Wijono 1993; Fisher 2001) more than 80% of forest areas experience social conflict between managers and communities, this is due to similar sources of utilization. In addition, the existence of ownership - control by the community comes first compared to the granting of management licenses. SIMPLIK is expected to suppress this potential conflict, by knowing early, controlling, evaluating, and of course in the framework of conflict resolution can overcome the problem and not cause losses to both parties or wider damage.
"Potential mapping and conflict resolution activities are very helpful for IUPHHK to understand and interpret various aspects of conflict to find effective and accurate resolutions," said Ir. Agung Nugraha, MA. Executive Director of Wana Aksara Institute. Agung continued, "Including the choice of handling approach according to the characteristics of IUPHHK and the site specific conditions of local communities."
SIMPLIK can be accessed by opening the http://simdata.id/app/simkonflik/ page and logging in. Users of this facility are every IUPHHK holder, reviewer and administrator, each of whom has different access rights on each page. Optimal use of the SIMPLIK site is expected to prevent and resolve conflicts quickly so that environmental sustainability can be maintained sustainably.
