EVALUATION OF FISH RESOURCE MANAGEMENT USING EAFM INDICATORS

The EAFM indicator developed by the National Working Group on EAFM under the coordination of the Directorate of Fish Resources, Ministry of Marine Affairs and Fisheries in collaboration with WWF, PKSPL IPB and with several universities in Indonesia has been approved through a Decree of the Directorate General of Capture Fisheries, KKP (18/ Kep-DJPT/ 2014). This EAFM indicator acts as a tool to plan, implement and evaluate the effectiveness of fisheries management in Indonesia. In line with this objective, the Sub-directorate of Evaluation and Management of Fish Resources, Ministry of Marine Affairs and Fisheries conducted an evaluation of fish resource management in Batam on September 23-26, 2014 using EAFM indicators.
To conduct the evaluation assessment of the management of fish resources in fisheries management areas (WPP) 571, 573, 712, 713, and 714, the National Working Group on EAFM with support from WWF included universities, institutes and colleges that are EAFM learning centers in each of these WPPs as independent institutions to facilitate the assessment of fisheries management performance in each WPP together with the parties from the district / city and provincial level offices present. On this occasion, WPP 571 area was accompanied by Syiah Kuala University, Aceh and Riau University; in WPP 573 was escorted by Mataram University, and Artha Wacana Christian University, Kupang; in WPP 712, accompanied by Bogor Agricultural University and Jakarta Fisheries College; in WPP 713 was under the coordination of Hasanuddin University, Makassar and the College of Fisheries and Marine, Palu; and finally, Haluoleo University, Kendari and Pattimura University, Ambon jointly accompanied the evaluation in WPP 714.
The activity began with an opening from the Secretary General of the Directorate of Capture Fisheries, Ministry of Marine Affairs and Fisheries, Mr. Abdur Rauf Sam, followed by the direction of the Director of Fish Resources, Mr. Toni Ruchimat and an introduction from the head of the Evaluation and Management Sub-directorate, Mrs. Besweni. The next activity immediately focused on the discussion of evaluation of fish resource management in each WPP. Attended by every representative of the Fishing Port and representatives of the Maritime and Fisheries Service in each WPP, the learning center team tries to facilitate and accommodate all data to be tabulated in the EAFM indicator assessment form in each related domain, to then produce aggregate assessment results and display fisheries management indicators in each WPP. Furthermore, the results of this management evaluation are derived into work steps, long, medium and short term, to then be presented with the team to all participants present for input. A discussion and feedback session then ended this activity.
Assessment of fisheries management using EAFM indicators as well as knowledge transfer from the learning center to relevant stakeholders in each WPP has been carried out. As a continuation of this activity, the Sub-directorate of Evaluation and Management of Fish Resources, SDI plans to invite the learning center team from each WPP present to jointly formulate an evaluation document per each WPP in October 2014.
