ADVISORY TO BUYERS AND INVESTORS OF APP GROUP
WWF-Indonesia welcomes APP Group’s entry into the Forest Stewardship Council (FSC) Remedy Framework as a positive step and a central measure for strengthening the company’s sustainability commitments going forward. The process formally began in May 2024 with the signing of a Memorandum of Understanding (MoU) with FSC.[1]
The Remedy Framework provides a rigorous and structured pathway for companies to address social and ecological harm linked with past conversion. By requiring concrete, independently verified corrective actions, it aims to ensure meaningful and measurable progress, which, if properly implemented, could enable APP to regain eligibility for FSC certification.
Progress and Commitments by APP Group
APP has taken constructive steps to pursue remedy across its entire supply base. This commitment demonstrates alignment with internationally recognized standards and provide an important foundation for rebuilding market confidence. Preparations for a Baseline Assessment - covering APP’s operations in Indonesia and China represent a significant milestone in establishing a clear, evidence-based starting point for future progress.
In line with evolving FSC standards, APP has also revised its supplier cut-off date from 2013 to 2020. This adjustment underscores the importance of independent oversight and the comprehensive application of the FSC Remedy Framework to both existing and new suppliers. Robust, transparent, and third party verified monitoring of these commitments remains essential to safeguard credibility and further reinforce confidence in APP’s commitments.
APP has pledged in 2025 to conserving and restoring one million hectares of forest landscapes, reflecting the scale of ambition required to fulfil its responsibility to remedy. Embedding such commitments within the FSC Remedy Framework creates an opportunity to translate them into measurable, enforceable, and independently verified outcomes.
FSC Review on Policy for Association
Following the announcement that Domtar, an FSC-certified pulp, paper, and swan wood company and APP would come under the same ownership, FSC temporarily suspended the MoU for the implementation of the FSC Remedy Framework with APP. The FSC lifted the suspension in July 2025 and allowed the Remedy Framework process to continue without delay[2], while the legal review remain ongoing. [3]

WWF is actively engaging APP and part of multi stakeholder consortium with other local stakeholders to promote transparency, accountability, and initial implementation of FSC remedy action in an important elephant landscape area in Sumatera.
Constructive engagement, reinforce APP’s commitments, while the Remedy process itself will be the key measure of credibility and delivery for forests and communities. By following these guidelines, buyers, investors, and other stakeholders can make better informed decisions. and support measurable environmental and social improvements in APP operations and its global supply chain.
