WAREHOUSE FOR KATINGAN RATTAN FARMERS
The much-anticipated warehouse has finally been built. Not just any warehouse, but a Warehouse Receipt System (SRG) warehouse for rattan commodities that will accommodate rattan produced by farmers in Hampangen, Kasongan, Katingan Regency, Central Kalimantan Province. On December 22, 2015, the SRG warehouse was inaugurated by the Commodity Futures Trading Supervisory Agency (BAPPEBTI) of the Indonesian Ministry of Trade, which was attended by a number of local officials, farmer associations, and rattan cooperatives. The Warehouse Receipt System (SRG) is an activity related to the issuance, transfer, guarantee and settlement of warehouse receipt transactions. SRG is one of the important and effective instruments in the trade financing system, because it can facilitate the provision of credit for farmers and business actors with commodity collateral stored in SRG warehouses.
The inauguration of the SRG Warehouse is an important milestone for rattan farmers in Katingan, who are assisted by the WWF Central Kalimantan Rattan Program. Since the enactment of Regulation of the Minister of Trade (Permendag) No. 35 of 2011 which strictly prohibits the export of rattan in the form of asalan rattan, raw rattan, and semi-finished rattan, and followed by Permendag No. 36 of 2011 concerning the transportation of rattan between islands, WWF Central Kalimantan Rattan Program supports the new regulation to maintain the rattan supply chain, especially in Katingan Regency through the SRG mechanism.
This is related to WWF's efforts to encourage rattan distribution areas to be maintained and sustainable. This effort is the implementation of the Cooperation Agreement between the Directorate General of Sustainable Production Forest Management of the Ministry of Environment and Forestry (KLHK) and the WWF Indonesia Foundation on October 27, 2015, with the main issue of Utilization of Non-Timber Forest Products (NTFPs) and Environmental Services in Production Forest Management.
In the inauguration of the SRG Warehouse, one of the cooperatives assisted by WWF, namely the P2RK Uwei Batang Pambelum Cooperative made the first transaction to the Hampangen SRG Warehouse and the SRG warehouse manager printed and issued the first receipt for rattan commodities at the national level.
WWF Rattan Program has assisted stakeholders to protect conservation areas against land conversion and expand the distribution area of rattan potential in Katingan. The assistance provided is by strengthening the farmers' association institutions, and farmers' business institutions at the site level that depend on non-timber forest products, as well as encouraging the utilization of environmental services that have economic value for responsible area management.
