STRENGTHENING LOCAL GOVERNMENT CAPACITY IN GREENHOUSE GAS INVENTORY TO SUPPORT THE ACHIEVEMENT OF INDONESIA'S EMISSION REDUCTION TARGET
Jakarta, 17 May 2024 - Four civil society organizations and non-profit institutions, namely WWF-Indonesia, ICLEI-Indonesia, CDP, and Koaksi Indonesia, collaborated to conduct greenhouse gas (GHG) inventory training for 71 government representatives from 35 provincial and district/city level regions in Indonesia. The capacity building aims to support local governments to mitigate climate change, as well as become a reference for policy formulation in their respective regions.
The event, which took place from 14 to 17 May 2024 in Jakarta, is part of the One Planet City Challenge (OPCC) program for participating subnational governments that have uploaded data on climate plans and actions to the CDP-ICLEI Track Platform in 2023.
Dewi Lestari Yani Rizki, Conservation Director of WWF-Indonesia said, "It is important for local or city governments to actively contribute to reducing emissions according to the Indonesian government's target, because cities or urban areas produce 70% of global GHG emissions." Dewi continued that, "This training is important for us to jointly calculate the GHG reduction potential in each city and district, and what activities or policies can accelerate it."
Aria Nagasastra, Executive Director of Koaksi Indonesia said "Now the era of Global Warming is moving to a worse era, namely Global Boiling. Effective synergy between the central government and local governments is essential in setting targets and planning appropriate phased climate action. Conducting GHG inventories is the entry point to measure and keep the direction of sustainable economic development on track."
The event invited 71 participants representing 35 cities/districts/provinces whose work and authority are related to climate change, mainly from the Regional Development Planning Agency and the Environment Agency.
The Indonesian government has ratified the Paris Agreement. In the Global Stocktake Report - a progress report on the agreement - launched at a meeting in the United Arab Emirates at the end of last year, local governments globally can contribute to reducing GHG emissions by 20 Gt CO2e by 2030. Therefore, it is crucial that local governments play their role in aligning with global and national GHG emission reduction targets.
The GHG inventory training participants had the opportunity to learn directly from experts in the field as well as discuss real cases faced in day-to-day governance. In addition, the training also included interactive sessions and simulations to ensure in-depth understanding and practical application of the material presented.
This training is expected to support local governments in each district/city to strengthen climate change mitigation plans and actions, which can certainly contribute to achieving the Indonesian government's emission reduction target of 31.89% with their own efforts or 43.20% with international support.
