ONE STEP CLOSER TO REALIZING KKPD PALOH
With the issuance of Regional Regulation number 1 of 2019 concerning West Kalimantan RZWP3K, it is one step closer to area designation. Various coordinations were held with the West Kalimantan DKP and BPSPL Pontianak in the plan to prepare a Zoning Management Plan (RPZ), as well as the formation of a management unit which will later be included as a condition for area designation.
The RZWP3K regulation has been issued.
Before the preparation of the RPZ document, the stages that must be carried out are the formation of a Working Group (Pokja) by DKP West Kalimantan and capacity building of the Pokja team. WWF Indonesia Foundation took the initiative to conduct training on the use of Miradi application and Marxan application, as a medium in preparing RPZ documents. BPSPL Pontianak facilitated the activity on February 25 to March 1, 2019 which was attended by DKP West Kalimantan, BPSPL Pontianak, RPZ consultant team and academics related to the marine sector, among others from Tanjungpura University, Muhammadiyah Pontianak University, Nahdlatul Ulama University, and Pontianak State Polytechnic.
In her opening remarks, Head of BPSPL Pontianak, Getreda Melsina Hehanussa expressed her gratitude to WWF Indonesia Foundation for giving full attention in this determination process. "I hope WWF can provide encouragement and share experiences to partners with experiences that have been done so far in other locations" she added.
The Miradi application as a support for the preparation of management plans (non-spatial), and the Marxan application to support zoning plans (spatial) in accordance with the Minister of Maritime Affairs and Fisheries Regulation Number 30 of 2010, which is adjusted to the type of conservation area. For Paloh Coastal Park KKP3K, the zoning will be in the form of core zones, utilization zones and other zones. In the introduction of the training, Anton Wijonarno as the Marine Protected Area (MPA) Manager of WWF Indonesia Foundation said that the preparation of the area management plan must be adjusted to the assessment of existing resources in the area and the ability of the manager. "The preparation must also be accompanied by the establishment of a management unit which is a unity that is related to the process of determining the area by the ministry," he added.
During the training, on February 26, 2019, DKP West Kalimantan took the initiative to invite all relevant partners to a partnership meeting at BPSPL Pontianak which was attended by Muhammad Firdaus Agung Kunto Kurniawan as Head of Sub Director of Conservation Conventions and Networks of the Directorate General of Marine Spatial Management of the Ministry of Maritime Affairs and Fisheries of the Republic of Indonesia. This meeting was intended to collaborate with partners consisting of related agencies, non-governmental organizations, academics and the private sector in the preparation and management plan of the area. In his remarks, Firdaus explained the conservation management strategy, one of which is to strengthen institutions by developing partners and establishing a network of marine protected areas.
Firdaus said that limited resources such as funding, human resources and facilities and infrastructure encourage the formation of partnerships between management organizations with community groups, indigenous peoples, NGOs, corporations, research institutions and universities. "With good cooperation in partnership for area management, the effectiveness of area management will be achieved. The cooperation carried out must also carry the principles of equality, openness and mutual benefit," he added.
After the partnership meeting, it was agreed that there would be a meeting to sign a partnership commitment held at the West Kalimantan DKP. The meeting will discuss points regarding the agreement between partners in supporting the preparation of RPZ documents and the management of marine protected areas in West Kalimantan to achieve management effectiveness.
On March 27, 2019, the signing of the West Kalimantan Marine Declaration at the West Kalimantan DKP Hall by relevant partners took place successfully, attended by approximately 25 institutions and agencies related to marine conservation. The declaration aims to bring together all parties involved to realize joint work in the development and management of regional marine protected areas in West Kalimantan.
There are eight commitments agreed in the declaration, including (1) Management planning and zoning of marine protected areas; (2) Monitoring, protection and rehabilitation of fish habitats and populations; (3) Institutional strengthening and capacity building of human resources in the management of conservation areas; (4) Provision and maintenance of facilities and infrastructure for the management of marine protected areas; (5) Improved supervision of marine protected areas; (6) Research and development of data/information in marine protected areas; (7) Sustainable utilization of marine protected areas for the welfare of the community; (8) Development of a sustainable funding system in the management of marine protected areas.
In May 2019, after a meeting at BPSPL Pontianak regarding the preparation of the formation of the Working Group for the preparation of RPZ, a Decree was issued by the Head of West Kalimantan DKP Number 116 of 2019 concerning the Establishment of a Working Group for the Preparation of Management Plans and Zoning of Conservation Areas in Coastal Areas and Small Islands of West Kalimantan Province chaired by the Head of Marine Coastal Small Islands and Supervision.
