"KADUP" LOCAL WISDOM MARINE MANAGEMENT FOR THE FUTURE OF MENARBU VILLAGE COMMUNITY
Menarbu March 17, 2018 - Kadup or Sasi is known as one of the ways local communities regulate the period or time of taking natural products, the term sasi is more commonly used by coastal communities in the Papua region because it was brought by evangelists from Maluku who came to the Papua region. Kadup / Sasi was originally used by the Menarbu village community to cover land products such as coconut, areca nut, sago, cassava and others. The purpose of Kadup (or closing the place in Roon language) is the same as the saving system in nature, so that when it is opened the results can fulfill certain economic goals of the owner of the area. "We close this sea coast so that when it opens later this area can help the economy of the Menarbu village community" said Yosias Menarbu, the current head of Menarbu village.
In September 2017, based on the survey results of the collaboration team between the Roon district government, WWF Indonesia and the Cendewasih Bay National Park Center (BBTNTC), it was found that there was high potential for coral reef fisheries at several points in the coastal areas of Menarbu village and Waar Hamlet, namely in the Itorowi (Reef Panjang), Makabarai (Tanjung lampu) and Nukup Island (Waar Hamlet) areas, the number of Snapper fish (Lutjanus sp) can reach 2386 fish/ha and bobara fish (Caranx sp) reaches 4000 fish/ha, as well as several other types of fish such as parrots, lalosi, lobsters, sea cucumbers and groupers.
Menarbu Village and Waar Hamlet are one of the settlements in the Cenderawasih Bay National Park area. On March 17, 2018 the Menarbu village community has carried out a traditional procession and church in determining approximately 1,194 Ha of coastal and marine areas to be closed for 2 years from the collection of several types of marine products, namely various types of Lobster (Panulirus sp), Sea Cucumber (Holothuroidea), Lola (Trochus niloticus, and Pea pea (Pinctada sp) or referred to as the Kadup type area, and also 134 Ha of coastal and marine areas are closed for 2 years for all seafood fishing activities or called Kadup places.
"This is my first experience in participating in this traditional procession, there is no commitment as strong as the commitment of the Menarbu village community, by closing 1328 ha of sea for 2 years this is not easily implemented by anyone, I salute the people of Menarbu village" said Mr. Secretary of Teluk Wondama Regency in his remarks at the end of the procession.
The procession was carried out by 3 parties in the village, namely the customary party and the government and prayed for by the Church, in this case Mr. Markus Apomfires as a representative of the customary party, Mr. Secretary of Teluk Wondama Regency Denny Simbar SE.M.Si as a representative of the village government, and the Chairperson of the GKI Wondama Klasis Pdt R. Wamafma STH. as a religious/church representative. symbolically releasing 3 types of biota that will be sasi namely Lobster, Lola and sea cucumber and witnessed by the Deputy Chairman of the House of Representatives, Head of the Wondama Bay Regency Fisheries Service and BBTNTC and the closing sasi prayer delivered by Vic. M Bisai STH which signifies that from that moment on the location of 1,328 ha consisting of coral reef flats on the coast and sea of Menarbu village and Waar hamlet is closed to several Kadup / Sasi rules, among others:
Activities that may be carried out:
- Diving tourists and research
- Passing by using a boat
- Taking various types of fish at the Kadup Jenis location < br />
Activities that should not be done
- Dropping anchor at the Kadup location
- Taking several types of sea cucumber, lola, lobster and pea-pea biota in the Kadup type area < br />
- Taking any marine products in the Kadup area for 2 years (March 17, 2018 - March 17, 2020)
- Catch dugong, turtle and bia Kima in all Kadup areas
Kadup - Sasi rules are very feared by all village communities not only in the Menarbu village area but almost all communities in the coastal areas of Papua. Supervision of the kadup area is carried out directly by all Menarbu villagers, this is what causes marine management to be very optimal if it is carried out wisely by the local community.
The hope of the Menarbu village community through Kadup or sasi is that the waters are safe from the threat of destruction, where the ecosystem will recover so that the catch of the local community can return abundantly after 2 years of recovery period.
The local wisdom of the Menarbu village community is an example of marine management that is carried out independently to ensure that marine products are abundant and can be utilized sustainably.
