WAKATOBI DISTRICT GOVERNMENT'S COMMITMENT TO SUPPORT THE IMPLEMENTATION OF THE TUNA, SKIPJACK AND TUNA FISHERIES MANAGEMENT PLAN (PERMEN KP NO 121/2021)
The Indonesian government through the Minister of Maritime Affairs and Fisheries has ratified the Tuna, Skipjack and Tongkol Fishery Management Plan (RPP TCT) in the Minister of Maritime Affairs and Fisheries Regulation (PERMEN KP) No. 121 of 2021. With this regulation, it is hoped that the Tuna, Skipjack and Tongkol Fisheries Management Plan in Indonesia will improve and run sustainably. In realizing the direction and focus of the management plan, the support and involvement of local governments and small fishermen in Indonesia are also needed.
The TCT FMP is in line with the commitment of the Wakatobi Regency Government as stipulated in the Wakatobi Regent Regulation No. 62 of 2020 concerning Sustainable Small-scale Fisheries Practices in Wakatobi Regency. Moreover, Wakatobi Regency is one of the largest bases in Southeast Sulawesi Province for small-scale tuna fishing fishermen from the Bajo tribe, who are famous for conducting tuna fishing operations with a fairly wide distribution of tuna fishing locations in Fisheries Management Areas (WPP) 713, 714, and 715. In addition, there is an increasing market demand for environmentally friendly fishery products to support food security issues and product traceability, especially tuna, which is also increasing. This is triggered by market awareness to want to maintain fisheries resources so that they can continue to be sustainable.
WWF-Indonesia as a partner in supporting the DJPT-KKP program and the vision of the Wakatobi Regency government facilitated the dissemination meeting of PERMEN KP RPP TCT No. 121 of 2021 on December 29, 2022, where tuna fisheries stakeholders in Wakatobi Regency also expressed their support in the ratification of the regulation. In addition to the presentation session from the resource person, the dissemination participants were also actively involved in the discussion. During the process, the parties expressed their concerns on tuna, skipjack and tuna fisheries issues in Wakatobi Regency.
Maddi, one of the fishermen from the Ganesha Tuna Group who actively practices tuna fishing around waters 713 and 714, covering the waters of Wakatobi to East Nusa Tenggara, said "Our fishing activities have been relying on natural signs such as the presence of dolphins and seabirds. But the fishing rate has been decreasing this year and dolphins are getting harder to find. We also find it difficult to get small pelagic fish bait that is usually used as bait for tuna fishing. This is also due to the presence of FADs or fishing aids, especially due to the rise of circle boats."
One picture of the condition of tuna fisheries at the regional level, as revealed by Maddi, could eventually lead to social conflict. Where there will be competition for the utilization of fishery resources between small-scale fleets and large-scale fleets. Thus, the existence of the Tuna, Skipjack and Tongkol Fisheries Management Plan plays an important role in preventing this from happening. In addition, it also has a purpose as a direction and guideline for the Ministry of Maritime Affairs and Fisheries, Regional Governments, related agencies, and stakeholders in the implementation of the Tuna, Skipjack, and Tongkol Fisheries Management Plan. This meeting has also produced a joint agreement signed by representatives from the Wakatobi Fisheries Service, the One-Stop Investment and Integrated Service Office (DPMPTSP), the Wakatobi Marine and Fisheries Community Academy (AKKP), ITM Wakatobi, the Wakatobi Fish Quarantine Station for Quality Control and Safety of Fishery Products (SKIPM), Wakatobi fisheries extension workers, PT. Artamina Jaya, Samata Padakkau Cooperative, Wakatobi Tuna Collectors, Tuna Fishermen from Mola Village, Tuna Fishermen from Waha Village, Tidoral Joint Business Group (KUB), WWF-Indonesia, PSDI, and DJPT-KKP.
The joint agreement is a follow-up to the commitment of the participating parties. The agreement includes supporting the implementation through the adoption and synergizing the Regulation of KP RPP TCT No. 121 of 2021 concerning the Tuna, Skipjack and Tongkol Fishery Management Plan with the annual work plan of each related agency to make an action plan of the target in the RI Fisheries Management Area (WPP) 713-715, namely in the form of monitoring the development of the tuna fishing fleet, data accuracy and statistical presentation. In the agreement, the parties also proposed the issue of tuna fishing bait scarcity due to the irregular installation of FADs around Wakatobi waters. This should be regulated in the fisheries management plan.
Furthermore, the things that have been agreed upon will be monitored in the field together. In addition, the results of this meeting will also be used to update information on the progress of the implementation of the Tuna, Skipjack and Tongkol Fisheries Management Plan. WWF-Indonesia has been working together with the Wakatobi Regency Government and related partners have also committed to support in overseeing the implementation of the TCT FMP through the development of a Sustainable Livelihood program that focuses on catchable fishing, minimizing impacts on the ecosystem, completeness of fisheries legality, and fulfillment of traceability of catch products in small-scale tuna fisheries groups in Wakatobi and in 2023 it is planned to support in updating information and reporting on its progress as a form of Wakatobi's contribution to the evaluation process of the Tuna, Skipjack and Tongkol Fisheries Management Plan at the national level as mandated by the KP Regulation on TCT FMP No. 121 of 2021. 121 of 2021.
