STRENGTHENING HUMAN CAPACITY FOR EAFM THROUGH COMPETENCY STANDARDS FOR SPECIAL WORK

Since 2010, EcosystemApproach to Fisheries Management (EAFM)has been introduced and implemented to improve fishing sector and to maintain marine resources in Indonesia. The implementation of EAFM however requires capacity building at both national and local level. WWF-Indonesia, as one of the EAFM NGW (NationalWorking Group) members, suggests the importance of EAFM competency standards for special work (Standar Kompetensi Kerja Khusus EAFM/SK3 EAFM) tostrengthen the capacity of fisheries managers in Indonesia, so they can successfully carry out EAFM related tasks appointed to them.
Marine and Fisheries Human Resources Development Agency(BPSDM KP) and Directorate of Fishery Resources (Ditjen SDI) – Ministry of Marine Affairs and Fisheries/MMAF in collaboration with WWF-Indonesia, Research Center for Coastal and Marine Resources – Bogor Agricultural University (PKSPL-IPB) and some other stakeholders had developed the draft of SK3 EAFM since 2013 (September 2013 – February 2014). A workshop was held in Bogor on 13 – 14 February that engaged stakeholders to review SK3 EAFM draft and capacity building in fishery sector in general. The all workshop attendees agreed with the application of EAFM SK3 to strengthen human and institutional capacity for EAFM implementation in Indonesian fisheries.
In the workshop, final document of EAFM SK3 was resulted in. The official publication of the EAFM SK3 document will be conducted on the forthcoming workshop along with the formulation of regulation by MMAF, which requires the use of EAFM SK3 document by business players/industries and fisheries managers as well as fisheries experts.
