FULFILLING FISHERS LEGALITY FOR FISHERIES IMPROVEMENT PROGRAM IN DERAWAN ISLANDS CONSERVATION AREA
The Derawan Islands Conservation Area has a potential fisheries land that can be managed of 1,790 hectares with a total fisheries production of 24,290.95 tons per year 2022. While in 2023, the Berau Regency Fisheries Service targets fisheries production in this conservation area at 24,824.78 tons. Of course, with the increase in production target value, fishermen as the main actors in this process must get their rights, one of which is through the fulfillment of fishermen legality.
Legality is a basic administrative document that must be owned by every fisherman or group that is official recognition or acceptance to be able to move in a water area. This legality is likened to a driver's license for fishermen to be able to work at sea. The East Kalimantan Provincial Marine and Fisheries Service together with the Berau Regency Fisheries Service and the Berau Regency Syahbandar Authority have made concrete steps to fulfill the critical condition of fishermen legality in Berau Regency. The fulfillment of the Small Pass as the basis for the legality of small fishermen is carried out at several central points of fishermen in Berau Regency, namely in Tanjung Batu, Kasai, Buyung-Buyung and Biduk-Biduk villages. The Small Pass fulfillment program is also a continuation program of the previous program, which has successfully registered around 800 small fishing boats.
Following up on this, the WWF Indonesia Foundation through the Ocean Governance project funded by the European Union, in collaboration with the East Kalimantan Provincial Government, the Berau Regency Fisheries Service, and the Berau Regency Syahbandar Authority is committed to facilitating one of the fishermen's legality requirements to achieve the Fishery Vessel Registration Certificate (TDKP), namely the Business Identification Number (NIB).
The Business Identification Number (NIB) is a business identity document issued through One Single Submission (OSS). This OSS is an integrated system that is able to help business actors to register business licenses effectively and efficiently. Unfortunately, many fishermen in Berau Regency have difficulty accessing this OSS page. Thus, WWF Indonesia Foundation took the initiative to facilitate the fulfillment of legality by involving several related partners.
The activities to fulfill the legality of fishermen through NIB registration began with training and simulations held at the Berau Regency Fisheries Service on September 4, 2023, involving students from Universitas Muhammadiyah Berau (UMB). The training and simulation was also attended by the Berau Fisheries Service, Tanjung Redeb Port Implementation Unit, and the Berau Investment and One-Stop Integrated Service (DPMPTSP).
Yunda Zuliarsih, Secretary of Berau Fisheries Service in her speech expressed her appreciation for the implementation of this activity. In addition, Zulkifli, representing the Tanjung Redeb Port Implementation Unit Syahbandar Authority, also expressed his commitment in supporting the availability of fishermen data required as a condition of legality fulfillment.
As a first step, this activity will accommodate 115 fishermen's Small Pass data of Tabalar Muara, Kasai, Tanjung Batu, and Maratua. Where, the data is a combination of Small Pass data from the East Kalimantan Provincial Maritime and Fisheries Service and the Berau Regency Fisheries Service.
"We from DPMPTSP will oversee the data input team from UMB, starting from the creation of fishermen's e-mails, creating OSS accounts, and issuing NIBs later, so that everything is in accordance with existing procedures," said Very Atong Batara in this training.
After the training and simulation, the activity continued on September 8-9, 2023 at the WWF Indonesia Foundation Office. Initially, this activity experienced obstacles in making fishermen's e-mails.
Sufryadi Syam as the coordinator of the UMB data input team stated, "The e-mail creation is very limited to 2-3 fishermen on 1 verified phone number. We will try again by using a different e-mail domain, with the hope that this problem can be resolved. The steps taken are that we try to check the entire data, whether it is complete or not, then we build a data baseline so that no data is missed and facilitate fishermen's access later".
From the series of activities, the data input team managed to filter 107 complete and workable fishermen data. In addition, there were some incomplete data from fishermen such as the address and date of birth on the Identity Card (KTP) that did not match, so the fishermen's NIB registration process could not be continued. Until the end of this activity, the data input team managed to register and issue 83 fishermen NIB documents, consisting of 13 NIBs for Tabalar Muara fishermen, 16 NIBs for Kasai fishermen, 44 NIBs for Tanjung Batu fishermen, 9 NIBs for Derawan Island fishermen, and 1 NIB for Payung-Payung fishermen.
The partners involved in this activity hope that this activity can be carried out sustainably by strengthening synergy, both from the regional and provincial levels. Furthermore, to improve sustainable fisheries in the Derawan Islands Conservation Area, WWF Indonesia will continue to provide support for the fulfillment of fishermen legality and assistance to fishermen groups in Berau Regency.
